Are large-scale outdoor events nothing more than a waste of resources and a drain on the public purse? Or does creating a shared history by galvanizing a community far outweigh the disruption and cost?
In the wake of Liverpool ’08 (European Capital of Culture) and the sixth Liverpool Biennial, City Limits explored the impact of art on a city. It looked at the legacy left behind by a programme including La Machine that transformed the city and examined the effect cultural events can leave on the city and its residents.
